Confusing Royal Mail cover..........

Alstom Pendolino H/S on the Great British Railways stamps....

Confusing because the H/S is for the Sept 2020 Medical Breakthrough Issue - NOT this stamp set.... !

Why the Medical stamps were not applied is a mystery...... looks great, but not correct... !
