Highly unusual Institute of Gas Engineers 'Annual Conference Doubled' Official.

I had no idea that this version of this Official even existed.. numbered on the back as part of 100 produced, these not only are Gutter Pairs, but also are Doubled for their Annual Conference (Lower right H/S)...... edges a bit creased, but not unexpected...

I've never seen or even heard of this version of this Official....
