The House of Commons 'Operational' CDS is NOT easy to obtain - the usual 'Philatelic' CDS that we normally see is done in the 'back offices' within the Houses of Parliament.

To get the 'Operational' CDS is a totally different matter........ The counter is within parts of the most heavily secured and monitored parts of the building and is not usually available for any member of the public to visit.

To get there- you need to have an appointment with your local Member of Parliament - Parliament has to be sitting on that day and you have to be escorted to the counter - not exactly conducive to getting this 'Operational' CDS on any FDC.... !! - Hence why covers with the 'Operational' CDS are scarce and highly sought after!
